Are templates the same as Themes…

Templates are what a theme is made of, if that makes it any clearer. A theme is a collection made up of “header.php”, “post.php”, footer.php”, “style.css”, etc… It’s more than just “how a page looks”, it also includes the behind-the-scenes (php) logic of what appears how and when on any given page.
However, at this point, wordpress.com doesn’t give you access to the theme-files (as opposed to KUR’s WP-powered weblog). For now they offer some 6 or 7 standard out-of-the-box themes that you can choose from. I’ve read some developers saying that in the future, they would make it possible for users to modify themes (or code their own). WordPress.com, after all, is still in beta…
